Task Force to Explore the Use of a Universal Holdings Record

Initial meeting, Philadelphia, PA, Sunday, January 23, 2003

Attending: Cecilia Boone, Ed Glazier, Rebecca Guenther, Diane Hillmann (chair), Cathy Kellum, Margi Mann, Frieda Rosenberg, Sharon Wiles-Young. Absent: Jean Hirons (ex-officio)

The first agenda item was a review of the charge, which included two main points:

  1. Define a potential universal holdings record in regard to the following:
    1. Desired contents
    2. Key uses by libraries and others in the community
    3. Relationship to FRBR and multiple versions issues
    4. Impact on union listing
    5. Relation to the bibliographic record (in a non-technical sense)
  2. If appropriate, recommend a strategy for its implementation

The group assented to a suggestion by the chair that one year should be the goal for completing this charge, with major parts of the work to be done prior to the ALA summer meeting in Toronto so that discussion and feedback can be accomplished in that venue.

Discussion centered on the following issues/questions:

  1. Is "universal holdings" the proper term to use, or does it confuse people? There was fairly strong feeling that now was the time to address this issue, and that it was critical to getting the message across about the usefulness of the concept.
  2. It is important to make our assumptions explicit as we explore the issues defined in the charge. Each of us has different experiences and points of view to offer, but we're likely to be coming at the questions from different places.
  3. Given the strong interest in FRBR throughout the Philadelphia meetings, it was incumbent upon us to follow that work carefully and relate our efforts to other work in progress.
  4. We should consider two other issues as we work:
    1. The relationship of what we're doing to the 3XX serials fields (this came out of the MFIG discussions on Saturday)
    2. Ongoing work with OpenURL and similar linking efforts. How will what we do affect or enhance capabilities in that area?

Assignments for Task Force members is as follows:

The group agreed to the following milestones:

March 1 - draft of individual issues and considerations to be circulated for discussion to other members
April 15 - a discussion draft completed for circulation prior to ALA annual [writing tasks to be assigned later]
